SPECIAL MEETING OF THE KOOCHICHING COUNTY BOARD OF COMMISSIONERS
Held on Tuesday, July 11, 2006; 10:05 a.m.

2006/07-01 Motion by Hanson, seconded by Lepper to approve the agenda
with additions and deletions. Voting yes: Adee, Hanson, Lepper, Briggs,
Pavleck. Motion carried.
2006/07-02 Motion by Hanson, seconded by Lepper to approve the minutes
from the June 27, 2006 special meeting. Voting yes: Adee, Hanson, Lepper,
Briggs, Pavleck. Motion carried.
2006/07-03 Motion by Lepper, seconded by Pavleck to approve payment
of Auditor claims in the amount of $26,361.57; authorizing Board Chair
signature to the Auditor’s June vendor payment listing verifying
its review; to approve payment of the monthly County Board claims in
the amount of $8,316.77; payment to Attorney Lyndon Larsen in the amount
of $4,072.78 for May child support legal services for the County Attorney’s
Office. Payment detail on file in the Auditor/Treasurer Department. Voting
yes: Adee, Hanson, Lepper, Briggs, Pavleck. Motion carried.
2006/07-04 Motion by Pavleck, seconded by Hanson accepting the recommendation
of the Licensing Committee approving a Liquor License Agreement with
LuAnn Caul, d.b.a. Lu’s for settlement of a violation of the County
Liquor License Ordinance as agreed to by both parties. Voting yes: Adee,
Hanson, Lepper, Briggs, Pavleck. Motion carried.
000 Commissioner Hanson informed the Board that Judicial Ditch #18 located
in Indus goes under State Highway 11 and that due to the state highway
construction occurring at that location, MnDot has agreed to improve
the ditch (currently the culvert is higher than the ditch) but would
need permission from the County as the ditch authority. County Engineer
and Land Commissioner both support.
2006/07-05 Motion by Hanson, seconded by Briggs authorizing replacement
of an existing culvert with a new culvert adequately sized, at an adequate
depth, level with the existing ditch grade for Judicial Ditch #18 running
under State Highway 11 at Section 7, Township 160N, and Range 28W to
allow for seasonal hydrologic flow and maintain movement of aquatic species.
Voting yes: Adee, Hanson, Lepper, Briggs, Pavleck. Motion carried.
000 The Historical Society Director provided the Board a preliminary
inventory of the 1909 County Courthouse Cornerstone Time Capsule which
was opened on June 29, 2006. After review it was found that all listed
items as reported in the 1909 newspaper article were accounted for as
the photographs of the named persons were in the various newspapers from
the time capsule. In addition to the contents in the time capsule, the
inventory contained campaign documents for a school election which were
found in the wall, outside the time capsule box. The Director stated
that the historical items are undergoing local preservation and will
be in the Historical Society’s care with the Director to come back
to the Board at a future time to report on the items after the preservation
work is done and to discuss with the Board a means to display the items
for the public.
2006/07-06 Motion by Pavleck, seconded by Lepper accepting and recording
the Historical Society Director’s initial inventory of the contents
of the 1909 Courthouse Cornerstone Time Capsule, which was opened on
June 29, 2006. Voting yes: Adee, Hanson, Lepper, Briggs, Pavleck. Motion
carried. The inventory is as follows:

2006/07-07 Motion by Hanson, seconded by Lepper authorizing payment
to Ceres Environmental in the amount of $5,850.00 for grinding brush
at the Transfer Station as recommended by the Environmental Service Director.
Voting yes: Adee, Hanson, Lepper, Briggs, Pavleck. Motion carried.
2006/07-08 Motion by Hanson, seconded by Briggs approving a service
contract between the County and Kootasca to provide income verification
services for the Jackfish Low Income Housing Grant for abatement of the
sewer assessment at an amount not to exceed $20,000 as recommended by
the Environmental Service Director. Voting yes: Adee, Hanson, Lepper,
Briggs, Pavleck. Motion carried.
2006/07-09 Motion by Briggs, seconded by Lepper to approve a contract
between the County and CR Planning for preparation of a comprehensive
County Zoning Ordinance at a cost not to exceed $45,000 with the contract
receiving review and approval of the County Attorney and as recommended
by the Environmental Service Director. Voting yes: Adee, Hanson, Lepper,
Briggs, Pavleck. Motion carried.
2006/07-10 Motion by Hanson, seconded by Lepper authorizing Board members’ attendance
to a public meeting for the viewing of the VNP opinion survey on Tuesday,
July 18 at Rainy River Community College as a Board activity. Voting
yes: Adee, Hanson, Lepper, Briggs, Pavleck. Motion carried.
2006/07-11 Motion by Hanson, seconded by Lepper to renew the following
service agreements with Koochiching County Community Services Agency
as of July 1, 2006 at the recommendation of the Director due to a required
legislative rate increase (services funded by stated and federal dollars):
Decker’s Family Care, Raynita Houglum SILS, Ita Bel Koo DAC, Littlefork
Jackpine Chateau, Lutheran Social Services SLS, ODC Day Training and
Habilitation, ODC Waiver, Northome SLS, PJ’s Foster and Waivered
Services, Rainy River Waivered Services SLS, Rainy River Waivered Services,
REM SILS, REMS SLS, and Ridgeview LLC. Voting yes: Adee, Hanson, Lepper,
Briggs, Pavleck. Motion carried.
000 The Community Service Director provided additional information to
the Board with regards to a proposal to the County to participate in
regional County Based Purchasing. The proposed organization is a membership
of Arrowhead counties through a Joint Powers Board where funding would
be provided through the MN Department of Human Services to purchase necessary
health care services for eligible assistance clients. In this information
was a draft resolution for the Board’s consideration to move forward
with the next step to contract with ARDC to start structuring the Regional
County Based Purchasing Organization. The amount of financial commitment
is contingent on whether St. Louis County becomes a part of this regional
plan therefore the Board requested the Director to bring back the resolution
at the July 25 meeting at which time more will be known on whether St.
Louis County will participate. In addition, the Director will verify
the County’s share of the upfront cost and financial cash flow
and provide the information to the Board.
000 The Land Commissioner reviewed the Land and Forestry Department’s
2005 financial report and its forestry, land and recreation activities.
000 The Board Chair called for public comment at 12:00 p.m. Dan McCarthy
again addressed the Board about the need to do more work in remonumenting
survey corners in the County. Chris Pfeifer introduced himself as the
Independent Party Candidate for State Legislature District 3A. Pete Schultz
updated the Board on the process for the proposed Gateway Plan. With
no other comment, the Board Chair closed public comment at 12:06 a.m.
2006/07-12 Motion by Hanson, seconded by Lepper to adjourn the meeting
at 12:07 p.m. Voting yes: Adee, Hanson, Lepper, Briggs, Pavleck. Motion
carried.
