REGULAR MEETING OF THE KOOCHICHING COUNTY BOARD OF COMMISSIONERS
Held on Tuesday, June 1, 2004; 10:00 a.m.
MEMBERS PRESENT: Commissioners Pavleck, Adee, Hanson, Chezick, Lepper
MEMBERS ABSENT: None

2004/06-60 Motion by Adee, seconded by Hanson to approve the agenda
with additions and deletions. Voting yes: Pavleck, Adee, Hanson, Chezick
and Lepper. Motion carried.
2004/06-61 Motion by Adee, seconded by Hanson to approve the minutes
of the May 25, 2004 special meeting with corrections. Voting yes: Pavleck,
Adee, Hanson, Chezick and Lepper. Motion carried.
2004/06-62 Motion by Lepper, seconded by Chezick to approve payment
of the monthly County Board expense claims in the amount of $6,208.84.
Voting yes: Pavleck, Adee, Hanson, Chezick and Lepper. Motion carried.
2004/06-63 Motion by Adee, seconded by Lepper authorizing the serving
of alcohol at the City Beach on July 25, 2004 for a Moose Lodge #1259
picnic per County Ordinance. Voting yes: Pavleck, Adee, Hanson, Chezick
and Lepper. Motion carried.
2004/06-64 Motion by Hanson, seconded by Lepper to enter into a Grant
Agreement with the Division of Emergency Management in the Minnesota
Department of Public Safety for the program entitled Emergency Management
Performance Grant Assistance Program for October 2003 to September 2004.
Be it further resolved that the Koochiching County Sheriff be authorized
to execute and sign such Grant Agreement and amendments as are necessary
to implement the project on behalf of Koochiching County. Voting yes:
Pavleck, Adee, Hanson, Chezick and Lepper. Motion carried.
2004/06-65 Motion by Lepper, seconded by Adee to approve Section 569
Project Cooperation Agreement for construction of the Jackfish Bay Sewer
Line Extension Project between Koochiching County and the Army Corps
in the amount of $600,000 with the match requirement covered by State
grant dollars for the project and authorizing Board Chair’s signature
to the Agreement. Voting yes: Pavleck, Adee, Hanson, Lepper; Voting no:
Chezick. Motion carried.
000 The County Engineer discussed the possible damage of the County’s
road system due to the passage of the Heavy Truck Weight Legislation
and that the County has a special problem as good gravel sources are
not abundant as in some counties. The legislation allows counties to
post their roads to provide some protection, which the Engineer recommends.
2004/06-66 Motion by Lepper, seconded by Adee supporting the Highway
Engineer’s recommendation to post county roads not designed to
exceed 9 tons per axle during the summer and fall months (roads to be
determined by the engineer and will not apply in winter months other
than posted bridges) due to the passage of the Heavy Truck Weight Legislation,
part of SF2263, which increased load weight for truck hauling. Voting
yes: Pavleck, Adee, Lepper; voting no: Hanson, Chezick. Motion carried.
000 The Highway Engineer provided the Board information on statewide
gravel prices.
2004/06-67 Motion by Hanson, seconded by Lepper to sell the Cleaver
Brooks Steamer to Mn/DOT for $500 upon signature of a hold harmless clause
releasing the County from liability on the equipment. Voting yes: Pavleck,
Adee, Hanson, Chezick and Lepper. Motion carried.
2004/06-68 Motion by Chezick, seconded by Adee to approve bituminous
surfacing and aggregate shouldering projects certificates of performance
and to process final payments to Thorson, a Division of Northstar Materials,
Inc. as follows: SAP 36-601-10 in the amount of $430,265.20, SAP 36-632-07
in the amount of $418,872.97 and SAP 36-632-08 in the amount of $658,129.84.
Voting yes: Pavleck, Adee, Hanson, Chezick and Lepper. Motion carried.
2004/06-69 Motion by Hanson, seconded by Adee authorizing the Highway
Department to hire temporary help for the 2004 construction and maintenance
season. Voting yes: Pavleck, Adee, Hanson, Chezick and Lepper. Motion
carried.
000 Senator Tom Saxhaug and Assistant Mitch Berggren outlined a number
of legislative changes from the 2004 Session impacting Koochiching County
including final legislation for ATV/OHV usage, which was signed by the
Governor. Board members thanked the Senator and his staff for their support
in getting positive changes for northern Minnesota.
000 The Board Chair called for public comment at 11:50 a.m. No comment
was presented.
2004/06-70 Motion by Adee, seconded by Lepper to adjourn the meeting
at 11:55 a.m. Voting yes: Pavleck, Adee, Hanson, Chezick and Lepper.
Motion carried.
