SPECIAL MEETING OF THE KOOCHICHING COUNTY BOARD
OF COMMISSIONERS
Held on Tuesday, October 14, 2003; 10:30 a.m.

2003/10-15 Motion by Hanson, seconded by Adee to approve the agenda with
additions and deletions. Voting yes: Lepper, Adee, Hanson, Chezick, Pavleck.
Motion carried.
2003/10-16 Motion by Hanson, seconded by Adee to approve the minutes
of the October 7, 2003 meeting with correction. Voting yes: Lepper, Adee,
Hanson, Chezick, Pavleck. Motion carried.
2003/10-17 Motion by Chezick, seconded by Adee to add OHV Legislation
to the agenda. Voting yes: Lepper, Adee, Hanson, Chezick, Pavleck. Motion
carried.
2003/10-18 Motion by Hanson, seconded by Pavleck to set the 2004 timber
auction dates as recommended by the Land Commissioner: January 16, May
7, August 4 and November 17. Voting yes: Lepper, Adee, Hanson, Chezick,
Pavleck. Motion carried.
000 The Land Commissioner informed the Board that a meeting is scheduled
for November 13, 2003 in the Courthouse Boardroom with representatives
from the Boise Forte Band to review needs to complete a private sale of
tax forfeited land as authorized under special legislation.
2003/10-19 Motion by Pavleck, seconded by Chezick that the Koochiching
County Board strongly opposes the new Off-Highway Vehicle (OHV) Law as
the enormous amount of wetland in Koochiching County makes trail designation
within wetland mitigation rules unachievable and costly and as well as
impacting the private rights of recreational lease holders and property
owners by denying access to their property as well as usage of their property.
The Koochiching County Board supports common sense usage of an OHV and
OHV trail designation for tourism purposes. However, the new OHV Law as
passed in the 2003 legislative session sets unrealistic outcomes for Koochiching
County and therefore the Koochiching County Board requests a waiver from
the current OHV Law until such time as amendments are made to provide
realistic outcomes for local management of OHV operation. Voting yes:
Lepper, Adee, Hanson, Chezick, Pavleck. Motion carried.
2003/10-20 Motion by Hanson, seconded by Chezick certifying final value
for the following projects as recommended by the Highway Engineer: CP
2002-01 with total value of $34,263.91, SAP 36-677-04 with total value
of $110,986.10, SAP 36-610-08 with total value of $374,593.48 and SAP
36-601-09 with total value of $671,073.01. Voting yes: Lepper, Adee, Hanson,
Chezick, Pavleck. Motion carried.
000 The Assessor informed the Board that after seeking input from the
banks and realtors, he made the decision to close the Office to the public
on Thursdays due to the shortage of staff at this time. Appraisal information
is needed from the field so he had to prioritize to allow this to happen
with current staff, which meant staff spending less time in the Office.
2003/10-21 Motion by Hanson, seconded by Chezick approving the Assessor’s
decision to temporarily close the Office to the public on Thursdays due
to the shortage of staff with closure to cease upon the filling of the
vacant appraiser position and that any further need to close the Office
will be reviewed and approved by the Board. Voting yes: Lepper, Adee,
Hanson, Chezick, Pavleck. Motion carried.
2003/10-22 Motion by Hanson, seconded by Adee to add to the agenda and
to approve payment of services from MacDonald and Mack Architects up to
$38,000 for construction plans and temporary interior design for the County’s
Veteran Memorial and within the Project Budget set in the 2003 County
Budget, Board Motion 2003/07-05. Voting yes: Lepper, Adee, Hanson, Chezick,
Pavleck. Motion carried.
2003/10-23 Motion by Hanson, seconded by Adee to adjourn the meeting
at 11:00 a.m. Voting yes: Lepper, Adee, Hanson, Chezick, Pavleck. Motion
