REGULAR MEETING OF THE KOOCHICHING COUNTY BOARD OF COMMISSIONERS
Held on Tuesday, October 01, 2002; 9:30 a.m.

MEMBERS PRESENT: Commissioners McBride, Lepper, Hanson, Pavleck

MEMBERS ABSENT: Commissioner Chezick

OTHERS ATTENDING: Richard Lehtinen, Bob Byman, Florence Hervey, Terry Glowack; Reporters Laurel Beager and Roger Jerome

2002/10-01 Motion by Hanson, seconded by Lepper to approve the agenda with additions and deletions. Voting yes: McBride, Lepper, Hanson, Pavleck. Motion carried.

2002/10-02 Motion by Pavleck, seconded by Hanson to approve the minutes of the September 24, 2002 special meeting. Voting yes: McBride, Lepper, Hanson, Pavleck. Motion carried.

2002/10-03 Motion by Lepper, seconded by Pavleck to approve payment of the Auditor bills in the amount of $82,548.73, to approve payment of the Board’s Per Diem and Expense in the amount of $8,152.84, to approve payment in the amount of $482.01 from the Attorney’s Travel Budget for registration and lodging for staff to attend the MN Family Support and Recovery Council Fall Conference, to approve payment of the September Board of Prisoner Claim in the amount of $2,215.00 and to approve a budget transfer of $4,000.00 from the Board’s Project Budget to the Sheriff’s Capital Outlay Budget for placement of safety glass in the reception area of the Law Enforcement Center and to approve payment of services for placement of the glass as quoted. Voting yes: McBride, Lepper, Hanson, Pavleck. Motion carried.

000 The Environmental Service Director informed the Board that Wayne Pelland was hired to the Transfer Station Attendant position with a starting date to be determined (will notify Administration when the date is determined). The Board deferred the Highway Engineer’s request to fill the vacant Heavy Equipment Operator position (caused by the hire of the Transfer Station Attendant) to the October 8, 2002 meeting when the Highway Engineer could be present.

2002/10-04 Motion by Hanson, seconded by Lepper to approve a two-month Loman canister site attendant contract with Phyllis Kramer and terminating the Loman canister site attendant contract with Ivan Dahl at his request. The Department will seek bids for two-year contracts from December 1, 2002 to December 1, 2004. Voting yes: McBride, Lepper, Hanson, Pavleck. Motion carried.

000 The Undersheriff and Jail Administrator reported to the Board a recent incident in the jail in which an inmate damaged the fire alarm and padded cell. The damage will be covered by the County’s insurance with payment of a $1,000 deductible. A damage and incident report were provided the Board and are on file in the Sheriff’s Department. The quote for repair of the padded cell came in at $19,000 (only two companies do this work) and a sample of the padding was provided the Board.

2002/10-05 Motion by Pavleck, seconded by Hanson authorizing the Complex Superintendent to repair the damage in the jail as reported with payment from the Sinking Building Account and with the insurance payment to reimburse the expenditures. Motion further approves payment of the $1,000 deductible from the Sinking Building Account and approves the quote of $19,000 for repair of the padded cell. Voting yes: McBride, Lepper, Hanson, Pavleck. Motion carried.

2002/10-06 Motion by Lepper, seconded by Pavleck authorizing the Board Chair to send a letter to the Judge considering the injunction filed to close 11 bays in Voyageurs National Park to snowmobiling stating their support of the National Park Service’s decision to open the bays to snowmobiling after their extensive study of the issue. Voting yes: McBride, Lepper, Hanson, Pavleck. Motion carried.

2002/10-07 Motion by Pavleck, seconded by Lepper authorizing the Board Chair to send a letter to Secretary Gale Norton of the U.S. Department of the Interior inviting her to attend the Voyageur Country Snowmobile Experience intended to provide a positive forum to highlight the various efforts by the stakeholders involved in promoting snowmobiling and winter tourism for the gateway communities in and around Voyageurs National Park. Letter to be copied to interested parties. Voting yes: McBride, Lepper, Hanson, Pavleck. Motion carried.

2002/10-08 Motion by Pavleck, seconded by Lepper to adjourn the meeting at 10:10 a.m. Voting yes: McBride, Lepper, Hanson, Pavleck. Motion carried.
