REGULAR MEETING OF THE KOOCHICHING COUNTY BOARD OF COMMISSIONERS
Held on Tuesday, October 2, 2001; 9:45 a.m.

OTHERS ATTENDING: Richard Lehtinen; Reporters Laurel Beager
and Roger Jerome
2001/10-01 Motion by McBride, seconded by Lepper to approve
the agenda with additions and deletions. Voting yes: Hanson, McBride,
Lepper, Chezick, Pavleck. Motion carried.
2001/10-02 Motion by Lepper, seconded by McBride to approve
the minutes of the September 25, 2001 special meeting. Voting yes: Hanson,
McBride, Lepper, Chezick, Pavleck. Motion carried.
000 The Board received notice that Vicky Lucca was hired
as a part time matron in the Sheriff’s Department.
2001/10-03 Motion by Lepper, seconded by Chezick to approve
payment of the Auditor bills in the amount of $117,799.98 including
$44.85 of non-board expenditures, to approve payment of the September
Board of Prisoners claim in the amount of $2,940.00, to approve payment
of $200.00 to the Laurentian RC&D Council for annual membership
dues with payment from the Board Budget, and to approve payment of $1,905.00
to Kalina, Wills, Gisvold & Clark, P.L.L. P. for legal services
with payment from the Board’s Legal Budget. Payment detail on
file in the Auditor’s Office. Voting yes: Hanson, McBride, Lepper,
Chezick, Pavleck. Motion carried.
2001/10-04 Motion by Lepper, seconded by McBride accepting
the recommendation of the Assessor to grant an abatement to Daniel Herman,
parcel number 15-68-00150, for homestead credit. Voting yes: Hanson,
McBride, Lepper, Chezick, Pavleck. Motion carried.
000 The Board reviewed comment from the Voyageurs National
Park Superintendent on the County’s proposed Comprehensive Land
Use Plan. Public comment received on the proposed plan will be addressed
by the Land Use Committee.
2001/10-05 Motion by McBride, seconded by Lepper inviting
officials from the Cities of International Falls and Ore to attend a
meeting on October 15, 2001 in Duluth in which students from Mitchell
College and Attorney Grant Merrit will discuss legal aspects with regards
to land use and jurisdiction. Voting yes: Hanson, McBride, Lepper, Chezick,
Pavleck. Motion carried.
2001/10-06 Motion by Lepper, seconded by McBride approving
an amendment to the Big Fork River Board Joint Powers Agreement changing
wording to reflect membership as two County Commissioners or their designee
and one elected city official or their designee. Voting yes: Hanson,
McBride, Lepper, Pavleck; absent: Chezick. Motion carried.
2001/10-07 Motion by Lepper, seconded by McBride to adjourn
the meeting at 10:11 a.m. Voting yes: Hanson, McBride, Lepper, Chezick,
Pavleck. Motion carried.
